Full Biography

On May 1, 2009 having served the citizens of North Carolina for more than 26 years, Gerry honorably retired from the State Highway Patrol. Upon his retirement, he received “The Order of the Long Leaf Pine” award, issued by the Governor, for his long distinguished service to the State of North Carolina and to its taxpayers and the motoring public.

Because of Gerry’s continued desire to serve, he maintains his law enforcement certification by meeting the requirements mandated by the North Carolina Criminal Justice Training and Standards Commission.

Gerry is currently a trained assessor for the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA® http://www.calea.org).

  • Responsible for verifying an agency’s compliance with every standard listed by the Commission.
  • Prepares a written report of their findings, and makes recommendation to the 21 members of the Commission who shall determine if the agency has met all relevant standards to warrant being accredited.

Being a trained assessor provides Gerry with the knowledge and skills that strengthen his ability to effectively promote the efficient use of agency resources. With this experience and education, Gerry will improve services provided by the Office of Sheriff for Johnston County.

In 1983, Gerry joined the one organization that, to him, had always exemplified the best of what public service was all about, the NC State Highway Patrol

While working fulltime with the Highway Patrol, Gerry was able to pursue a Bachelor of Science Degree in Justice and Policy Studies, with a concentration in Interpersonal Communications. He graduated in May 2004 from Guilford College in Greensboro, NC.

  • Attended basic Highway Patrol training in Raleigh, NC.
  • Assigned to Davidson County as a State Highway Patrol Trooper
  • Assigned to protect the motoring public in Stokes, Forsyth, and Wake Counties.
  • Promoted to the rank of sergeant in 1992, based on his superior performance and skill level
  • Assigned to Johnston County as a field supervisor.
  • Served 16 years in a supervisory role with the Highway Patrol.
  • Served as an instructor at the Patrol’s Basic Training Academy, a Field Supervisor, Internal Affairs Investigator and Policy Writer
  • Received advanced training to reconstruct automobile collisions, provided specialized dignitary protection
  • Graduated from the Administrative Officers Management Program (AOMP) through North Carolina State University
  • Achieved the distinction of obtaining the “Advanced Law Enforcement Certificate”, issued by the North Carolina Criminal Justice Training and Standards Commission.
  • Recognized as “Officer of the Year” by the Winston-Salem Exchange Club while serving in Forsyth County
  • Awarded the Highway Patrol’s Meritorious Service Award from the Patrol’s Commanding Officer for his assistance in drafting the Patrol’s Continuity of Operations Plan pursuant to a governor’s Executive Order

Prior to his career with the NC Highway Patrol, Gerry served our country in the military.

  • Basic Training with the United States Marine Corps, assigned to Parris Island, SC.
  • Sent to Camp Lejeune Marine Corps Base in Jacksonville, NC to attend Basic Infantry School.
  • Excelled in military training finished at the top of his class
  • Served as a Squad Leader and Fire Team Leader for a Marine Corps Infantry Company
  • Deployed to the Mediterranean as part of the military’s presence for that region of the world.
  • Received an Honorable Discharge, 1980, returning to Winston Salem

Gerry was born in Winston-Salem, NC on August 5, 1959, the youngest of eight children. He attended school in Winston-Salem, and graduated from Parkland Sr. High School, Class of 1978. Gerry’s father, Willie Mouzon, stressed the importance of working and the benefits that hard work produces, so starting in 7th grade, Gerry’s summer vacation breaks consisted of working the tobacco farms in and around Davidson County.

Gerry married in 1993. He and his wife Stephanie have three sons, Matthew, Blake and Alex. He also has a daughter, Jessica, who is a senior in college. Gerry’s family has lived in the Cleveland Township for more than 16 years and, they have been active members of Cleveland Community Church (C3 Church) in Clayton, NC since 2001. Gerry serves as a security team member and men’s prayer partner for the church.
